The Department of Mutant Vehicles (DMV) is the official department of the Burning Man festival responsible for registering and inspecting all art cars. It ensures that the vehicles moving around Black Rock City are safe, creative, and aligned with the spirit of the event. Every participant who wants to bring a mutant vehicle must go through the DMV approval process.

Step 1. Preparing the Art Car Concept
Before applying, you need to develop a clear concept for your art car. Burning Man supports projects that show originality, creativity, and transformation. A regular car must be fully redesigned - shape, color, sound, or lighting. The more unique your design, the higher your chances of approval.
When planning your design, focus on:
- Structural safety and stability
- Use of non-hazardous materials
- Visibility at night (proper illumination)
- Passenger accessibility and safety
- Alignment with Burning Man’s environmental principles
Step 2. Submitting the Application Online
Art car registration is completed through the official Burning Man website in the Mutant Vehicle Application section. The form usually opens in the spring. You will need to describe your concept, provide technical details, indicate the fuel type, the maximum number of passengers, and attach images or design sketches of your art car.
You must also include:
- Art car type (mobile stage, lounge, platform, or people transport)
- Whether it includes music or light elements
- A passenger safety plan
- Contact details of the responsible person
After submission, the DMV team reviews your application and may ask additional questions or suggest improvements.
Step 3. Preliminary Approval
Once reviewed, you will receive an email with a preliminary decision. If your project meets the criteria, the DMV grants conditional approval and adds you to the registered mutant vehicles list. If modifications are needed, you will receive recommendations to adjust your design before arriving at the festival.

- Passenger safety
- Construction integrity
Once your art car passes inspection, it receives a DMV Sticker, granting permission to move throughout the festival area.
